Mental Illness certainly CAN be a disability, but it is not always or automatically a disability. If the one in 5 adults with a mental illness were all on disability we'd be frankly screwed, not only would we not have enough people to work, we'd be paying so much much more into social security to keep these people afloat there would be riots, either that or those people would end up homeless because they're discriminated against and not hired or because their government benefits were cut.
