A new low for Congress

As much as the press continues to beat us over the head with the President's approval ratings, the latest Zogby poll has Congress at only a 17% approval rating.  At least Bush had about 1/3 giving him a positive response.  Isn't this the Congess that was a referendum on the Bush administration?  If the Democrats have all this power, why aren't they doing anything with it?  And before anyone asks where I got these numbers, here's the link:

PEople might be unhappy with congress but they equally do not like the Dems and the Reps in congress. They both poll in the 30s. Even so by a huge majority 50 to 30% they still would rather elect a Democrat to their district then a republican in the 08 election. they also would rather elect a democrat then a Republcican for president: Clinton and Obama beat almost every single Republican nominee in the general election except Guliani beating Obama in one poll. With Bush vetoing everything the Dems have very little success in passing bills so people are unhappy. The congress and executive branch are clashing like they did in 1995 but people are unhappy about it even though it is what they voted for and it is what the founders wanted our government to do.
